NIGERIA TRAINING CENTRE
A Delton Shareholding Company set up a training centre in Port Harcourt Nigeria in co-operation with and managed by Delton Training Services Ltd (DTS).
The Training Centre was set up to service current training contracts with Shell Petroleum Development Company (SPDC) for the SOKU Associated Gas Gathering (AGG) Project.
The training requirement, of the SOKU project, is to develop and implement an “OPITO”, Competency based Operations and Maintenance NVQ training scheme. To do this Delton provided a number of Operations and Maintenance specialists to conduct On-Job-Training, develop training materials and meet the Awarding Body competency requirement.
The Delton assigned specialist instructors, made up from the teams that, initially, commissioned and started up the SOKU Plant and therefore, have extensive knowledge of the operations.
The Training Centre personnel assist the assigned specialist instructors by providing the QA/QC procedures, liaison with the Awarding Bodies and internal verification of the training.
The current project is anticipated to last a minimum of 2-years and when successfully completed, will likely continue on to cover other SPDC AGG operations and maintenance training requirements.
The Training Centre provides SPDC, and other Nigeria based companies with the following services:

CHINA TRAINING CENTRE
Delton Training Services Ltd. (DTS) was awarded a “Managing Consultant” contract to operate, and further develop the China Offshore Nan Hai East (CONHE) Training Centre located in Shekou, Shenzhen, Peoples Republic of China (PRC). Delton were instrumental in establishing and servicing the initial Co-operative training facility, during the mid 1990’s, a joint operation between the locally based international oil companies and CONHE, during 1994 to 1996. Delton provided around 15 training co-ordinators and multi-disciplined instructors, to operate this facility.
Delton is currently in the process of establishing a “joint venture” company, with CONHE, to operate the Training Centre and further develop its role within the PRC.
The Training Centre is currently being upgraded by DTS with the addition of the latest simulation technology and Computer Based Training Packages.
The Centre currently offers the following training courses to its clients:
- General and Technical English language
- Management training at all levels
- Fire-fighting and safety courses
- Technical training in operations and maintenance
- Providing distance learning options for the various clients using CBT, Simulation packages and distance learning material developed in the UK

ABU DHABI MARINE OPERATING COMPANY (ADMA-OPCO)

Training Service
Utilisation of the ADMA-OPCO training syllabus, modules, instruction materials. Computer Based Training (CBT) and Training Simulators available at Das Island Vocational Training Centre 'VTC' and Offshore Sites for the:
Implementation and management of the Basic, On-Job-Training and 'On-Site Integration for the new intake trainees, in accordance with their Competency Based Development Programmes.
Re-evaluation of the ADMA-OPCO existing training syllabus, modules and instruction materials with a view to confirm the validity of the existing training materials
Updating/Enhancement of Training Materials
a) Provision and development of further training materials and structured technical training courses for the Production/Process and Maintenance Trades.
b) The ADMA-OPCO Health Safety and Environmental Protection (HSEP) Regulations and Policy are to be embedded into all existing training materials and courses, newly prepared and updated courses conducted by Training Instructors.
c) Provision of any required support to the development of new Competency Based Development Programmes.
Specific Gap Elimination Programmes
Development, implementation and management of Specific Gap Elimination Programmes 'SGEP's', including On-Job-Training 'OJT' for uncertified ADMA-OPCO direct hire and contracted personnel.
Provision of Computerised Database
Development and maintenance of a computerised training record and reporting database system, for ADMA-OPCO onsite training and development participants.
Provision of Computer Aided Learning System
Further develop the application of “Information Technology” to enhance and improve the training and learning processes. Creation and implementation of a Learning System that will allow all the training materials to be networked on ADMA-OPCO's network or Internet facilities and to support a Computer Aided Learning System.
Certification/Accreditation of Training Programmes
Prepare the right foundation to link the Individual Development and Competency Assurance exercises for the Operators/Technicians/Supervisors in order to be able to offer worldwide recognition certification.
Transfer of Technology and Training Skills
Ensure effective transfer of technology to ADMA-OPCO supervisory staff and to ensure that staff is able to continue the training process after the contract completion date. Conduct a series of Transfer of Technology training courses for ADMA-OPCO nominated personnel. These courses will be conducted on Das Island with a view to ensure that supervisory staff become effective trainers.
ZAKUM DEVELOPMENT COMPANY (ZADCO)

It is ZADCO intention to introduce a fully “Accredited” and internationally recognised “Competency Based Training Programme” for their existing integrated Operations and Craft Technicians and newly recruited Trainees.
Delton were contracted to:
- Identify the job requirements and match them against OPITO standards
- Assess the level of Competence of the existing integrated technicians and trainees. Develop a “Competency Matrix”, “Assessment Plan”, and a “Training Plan” to address the competency gaps.
- Prepare an OJT Programme for each core discipline
- Develop Training Materials to meet “Awarding Bodies” requirements.
- Train selected ZADCO supervisors and senior technicians as “Competency Programme Assessors and Verifiers”.
- Prepare and install all necessary Competency Programme systems, procedures, tracking systems and QA/QC materials into the ZADCO system and assist ZADCO to meet the requirements to become an “Approved Centre”, recognised by an appropriate international “Awarding Body”.
- Provide the necessary, Project Management, Instructors, Material Writers, Co-ordinators and other specialist personnel and materials required in order to achieve the above objective.
The project commenced during early 2001 and is expected to be ongoing.
The above is the basis of the initial contract awarded to Delton. During the early stages of the project ZADCO decided to aim for “Approved Centre” status, in it’s own right, rather than to use the Delton “satellite Centre” approach, thereon using Delton, on a “call-off basis”, to provide support personnel in a Consultancy role.
ABU DHABI NATIONAL OIL COMPANY (ADNOC)

ADNOC intend to update and extend its range of Training Programme support training materials, currently in use at the ADNOC Career Development Training Centre (CDC) in Umm Al-Nar.
Delton were contracted to:
- Provide three Technical Writers/Authors and Technical Instructors, with experience in various craft and operations disciplines, to develop these materials and to double as Instructors in the CDC, as required.
OMAN LIQUEFIED NATURAL GAS PLANT (OLNG)

The Muscat based instructors (3) conduct a City & Guilds of London Institutes (CGLI) training programme for Omani nationals. The function of the training is to provide the candidates with sufficient basic knowledge to begin operations and maintenance training on-site in Sur.
The Sur based instructors (6) conduct maintenance skills OJT for Omani nationals who have successfully completed the initial training.
The responsibilities of both sets of instructors is to:
- Prepare/modify training material
- Develop lesson plans and training schedules
- Conduct examinations and assessments
- Ensure portfolios are maintained
- Prepare reports for management
- Liaise with line supervision
The training is conducted in line with the UK NCVQ format and the trainees are working towards internationally accredited VQ certification.
CHINA OFFSHORE NAN HAI EAST CO-OPERATIVE TRAINING CENTRE SHEKOU SHENZHEN PRC

A co-operative Training Group, comprising China Offshore Nan Hai East Corporation, CACT Operators Group (Caltex, AGIP, Chevron and Texaco), AMOCO and Philips, developed a “grass roots” Training Centre in order to service the training requirements of the locally based companies Operations. Delton provided around 15 English Language, Production/Process, Mechanical, electrical, Instrumentation and Training Centre Supervisory and instructor personnel to develop the Centre, produce the training materials organise and conduct the training programme.
The basic scope of work is to instruct four Operations and Maintenance disciplines consisting of Production, Instrumentation, Electrical and Mechanical. Training instruction is through the medium of formal and informal courses. Formal theoretical training is conducted in designated classrooms. “Hands-on” practical training is conducted in designated workshops specifically tailored to allow trainees to practise hands-on exercises, in accordance with the requirements of their specific trade.
Delton developed and operated this Training Centre for approximately three years.
AMOCO ORIENT PETROLEUM COMPANY

Instructors teach Chinese students the English language using conventional teaching methods. The personnel are responsible for identifying the training needs and for designing specific training programmes aimed at developing skills and knowledge required by technicians to enable them to perform tasks and duties on a particular process or system as outlined by the companies operations training scheme. This project has been ongoing since 1990.

The Instructors are required to carry our instruction/demonstrations on the theoretical, practical and safety aspect of a wide range of oil/gas industry equipment within each instructor’s specified discipline and teach fundamentals of related theory including math’s, science etc. They also conduct assessment, phase and trade tests to evaluate performance and carry out counseling interviews as appropriate. The training is of one year duration, training centre based.
STAR PETROLEUM REFINERY CO. LIMITED

The Client required new employees to possess a minimum English Language skill prior to beginning job specific training.
Delton Training and Consulting Group conducted state of the art, “Accelerated English Language Learning” techniques, utilising four instructors, to train 250 students over a 2 year period utilising three classrooms for 15 students each, which ran simultaneously. Accelerative Language learning is a state of the art language performance technology designed to deliver optimum language competency in a minimum amount of time, viz., twelve weeks instead of six months using conventional English Language teaching methods. The “AMRIS” programme guarantees that all students shall demonstrate a 5.0 point gain in English Language proficiency at the end of the twelve week training period.
RAYONG REFINING COMPANY LTD

The project was a joint venture between the Thai National Oil Company and shell, to construct, start up and operation a “grass roots” 130,000 b.p.d. Refinery.
Delton were contracted, initially, to provide a “mentoring” service for the newly recruited process Operations personnel. Providing basic process sciences to the trainees, prior to their assignment on overseas training.
Once the refinery had been commissioned, Delton were further contracted to provide OJT services for the mechanical, electrical and instrumentation trainees. Developing the training materials, conducting the training and monitoring the trainees throughout their training.

HUFFCO (NOW VICO)

The company produces 650 MM SCFD of natural gas plus 25,000 b/d of oil and gas condensate, all from onshore fields. The processing includes dehydration of the gas with triethylene glycol and stabilisation of the condensate. It was desired to train national employees to a high level of proficiency as production operators and as maintenance technicians in the fields of instrumentation, electric power generation, rotating equipment and heavy machinery, so that they could eventually replace expatriate supervisors. As no new employees were to be hired for training, and the existing employees could only be released from work for limited periods, a training programme was required which could be closely integrated with the employees’ normal duties.
The company’s Head of Training assisted by Delton’s Indonesian partners instructors (approximately 12 in number) and a group of indigenous trainee instructors, established two Training Centres; one at the Company’s office in Balikpapan, East Kalimantan, to be used for courses with employees on work release, and a second one in the field where the bulk of the training took place. Both Training Centres were fully furnished and equipped with the latest training equipment including videotape facilities. A training resource library was established as a repository of commercial training manuals, audio-visual aids and to house the bilingual training manuals produced by the training team, on site.
The field training, structured in short modules, was conducted directly in the maintenance workshops and at the production and processing sites. As each instructor worked with only a small group of trainees, he could select the appropriate time to take them to the adjacent training centre for short classroom sessions to provide theoretical basis for their practical training.
Each instructor was assigned a national “counterpart” instructor. These national instructors receive external training as well as coaching by their counterparts, and have already begun to assume responsibility for specific areas of training. The training programme has resulted in several former trainees now holding responsible positions formerly held by expatriates.
MOBIL OIL INDONESIA INC

The company was instrumental in providing Basic Training Centre based Technical Training Services to the Client Company, at both locations, field production sites and an LNG Plant facility. Writing and production of OJT log books for electrical/mechanical/ instrumentation and process technicians. Develop syllabus writing training materials and teaching prescribed courses. This project lasted over five years and produced a trained group of operations and maintenance personnel on a yearly basis, who were assigned to the field operations.
PETROMER TREND CORPORATION

The instructor personnel provided Training and Consultancy programming to develop Patroller Trend’s training and development policy, with particular emphasis on career development paths for all staff and non-staff positions.
Provision of a comprehensive training programme outline for non-staff and staff positions up to Superintendent level. This covered requirements for OJT related classroom instruction and appropriate vendor courses. Some 500 modular type courses were developed for guidance for the OJT related classroom instruction.
PT ARUN NATURAL GAS LIQUEFACTION CO. LTD

Receiving high-pressure gas from the field, the company performs complete processing of the feedstock, including condensate recover, propane and butane removal, de-ethanising and liquefaction of the remaining methane. The processes are supported by a large utilities complex, including steam and electric power generation. Delton’s Indonesian partners provided a team of trainers, including a co-ordinator, to cover all aspects of the training of the client’s personnel. These aspects include processes, utilities, maintenance, fire and safety and English language training skill proficiency and development of training manuals for process, utilities and for the various maintenance categories:

The content of each course is based on the objectives given in the training manuals and practical exercises are supported by classroom training as required.

UNOCAL

Services Provided: Provision of Personnel for Maintenance Training for Oil and Gas Crafts
The separated gas is directed to an on-shore liquid extraction plant for recover of propane and butanes. An intensive crafts maintenance programme was required to train employees in mechanical maintenance, electrical maintenance, machine shop skills and welding. It was decided that this programme should take place outside the company’s normal ongoing training efforts.
Delton’s Indonesian partners were requested to provide a team of co-ordinator and seven instructors who conducted a complete analysis of the Client’s training needs before setting about the actual training. First, job specifications were prepared for the target positions, and from these the team determined both the theoretical knowledge and the practical skills required for competency in these positions. An evaluation of the knowledge and skills already possessed by the company’s employees was then sufficient to specify the training required. The training objectives were then grouped into modules for the different crafts, and guidance notes prepared for each practical exercise.
In the meantime a training centre was established complete with classrooms and training workshops, fully furnished and equipped to conduct the training the various disciplines. The instructors, assisted by national instructors, have carried out the training, which received favourable feedback.
